Jennifer J. Hall, PhD

Dr. Jennifer Hall is an expert in policy, planning and public sector governance. Her varied 20-year public sector and non profit career pairs with her years working for government ministries and crown agencies. Dr. Hall has extensive experience with international cross jurisdictional projects. Her work is increasingly focused on organizational development, policy, strategic planning and governance.

Canadian Association of Road Safety Professionals, and the Greater Victoria Police Victim Services Society. Dr. Hall teaches public administration at the University of Victoria and is also a professor at the University of Alberta, teaching in the local government program course. 

She chairs several non-profits organizations including Institute of Public Administration of Canada,

She continues to conduct research, write and present at conferences around the globe. 





Wendy Feldman, MPA, BA

Ms. Wendy Feldman brings a wealth of expertise to the Sirius team given her various roles in Federal and Ontario governments, in a Minister’s office, and as the Director of Research for the Institute of Public Administration of Canada (IPAC).  With an MPA from the Harvard Kennedy School and a BA in history and political science, Wendy  teaches public administration in the graduate studies program at Humber College in Ontario. She is fluently bilingual (French and English.)

Wendy has conducted research, outreach, and analysis of policy issues on the machinery of government for Ontario’s Executive Council Office, as well as trade, economic development, and government agency policies. At IPAC she led the renewal of its research strategy and portfolio of publications, managed the Research Committee, developed a network of national and international academic and government contacts, secured resources for many initiatives, and supported the premier academic journal Canadian Public Administration.

Through her experiences working with non-profit and charitable organizations, Wendy understands the complexities of agency relationships in political contexts. A passionate volunteer, Wendy is the President of the Harvard Club of Toronto, a member of the University of Ottawa national alumni council, and recently served as the Canadian International Council’s Co-Chair of the Couchiching Conference Organizing Committee.
